COUNTY OFFICIAL LOBBYING TRIP YIELDS POSITIVE VIBE FOR TWO MAJOR PROJECTS

06-20-09 – 5:00 p.m. - County officials are hoping that some in-person lobbying might make the difference when it comes to bringing home federal stimulus funds.

Board of Supervisors Chairman Art Baer (R-Hillsdale), Deputy Chairman Phil Williams (D-Livingston), and Commissioner of Planning and Economic Development Ken Flood took to the halls of the U.S. Capitol on Wednesday to meet with federal lawmakers to bolster efforts to secure some of the federal stimulus dollars for county projects. To date, the county has received funding for three projects: the rehabilitation of the bridge across the Roe Jan Kill on Route 9G in Germantown and two water projects—upgrading the wastewater treatment plant in the City of Hudson and the refurbishing the wastewater treatment facility in the Town of Greenport.

The trio of county officials met with Senator Charles Schumer, Congressman Scott Murphy, and staff from Senator Kirsten Gillibrand’s office. “We went there for two reasons: to see if there was anything that could be done on the appropriations side of things—because of Scott Murphy’s special election there was an extended window to receive appropriations for the district—and to seek support for stimulus projects,” Baer told ccSCOOP on Friday.

County officials said they returned from Washington with a positive feeling about securing federal funds.

“Senator Schumer was very positive about two of the projects: the Olana museum and visitors center and a major study on broadband for the county,” Baer reported. Those were two of the three stimulus projects for which the county sought funding, the other being an extension of the wastewater and sewer system in Greenport to a planned multi-field baseball camp at the site of the current Hudson Park Restaurant on Route 23 on the Greenport/Livingston town line.

 

The Olana museum and visitors center project involves the creation of a $14 million facility to be located at the entrance to Olana on Route 9G. The project, which was conceived about a decade ago, is anticipated to be a major boost to county tourism since it will provide space to exhibit Frederic Church’s extensive body of work, as well as offering a historic perspective on the Hudson River School of art.

 

 

The county is seeking $11 million in funds for the project to augment the approximately $3 million The Olana Partnership has already raised, Partnership President Sara Griffen told ccSCOOP.

“We have looked at it [the Olana museum and visitors center] as a major tourist destination for the county,” Baer said.

The center had been a project without adequate funding and had been effectively put on hold until the announcement of the availability of federal stimulus funds.

Griffen said that she is hopeful about the possibility of securing the funding as a result of Wednesday’s trip. “It’s incredibly exciting. We have gotten consistently supportive responses when the subject has been broached with our various legislators, including Senator Gillibrand,” she said. “To have now Senator Schumer express such support is very encouraging.”

Baer described the funding requested for a broadband access study of the county as important to the future of the region. He said the county could be home to many more home-based businesses, such as private equity fund firms, if it were able to find a way to provide the high-speed Internet access.

“Columbia County—given the rural nature of it—has been handicapped because the private sector has not been interested in expanding broadband access to the Internet,” Baer said. “It’s sort of like building railroad access across the Great Plains—it’s not going to happen without government support.”

The $200,000 sought from the federal government for this project would fund a study of the county to determine the extent of the need and how best to deliver the service, he said.
