CHATHAM VILLAGE OFFICIALS EXPECT LITTLE CHANGE IN BUDGET

04-15-09 - As budget season begins, Chatham village officials expect little in the way of spending or tax increases.

Mayor Paul Boehme and Trustee George Grant said they expect a “typical” budget year with a minimal increase in spending when the new budget year begins on June 1.

“I don’t think it’s going to be that bad. We have had some good things happening,” said the mayor.

Notable, Boehme said, was the precipitous decline in gas and diesel costs over the past year, which have dropped more than a $1 a gallon to a little more than $2 per gallon this week. “The price oil came down, and we were conservative in our budget, so we are in pretty good shape,” Boehme said.

Oil prices impact the village in numerous budget line items, from police and fire department costs to the Department of Public Works and heating for the Village Hall, to name a few, said Village Clerk Carol Simmons.

At the same time, Grant said the village is receiving reimbursement from the Federal Emergency Management Agency for costs associated with the December ice storm—the cost of which that initially strained Village department budgets.

The Village is currently operating with a $1,249,899 budget, which increased spending $27,136 from the 2007-08 year. The tax rate is $4.83 per $1,000 assessed property value, which ends up being about the same amount per property as it was before the property revaluation when the tax rate of $7.95 per $1,000, Simmons said.

“The budget really hasn’t changed much in the past seven years,” Boehme noted.

In fact, Simmons said, the tax rate has fluctuated within a 20-cent range annually during that time. (She noted the decrease in the tax rate as a result of the reassessment but said that the rates were equivalent to each other.)

Boehme said budget preparations have just begun and no schedule for discussions has been established. A regular Village Board meeting is slated for April 23, starting at 7:30 p.m.
